North Carolina Partnership

The North Carolina Department of Health and Human Services, Division of Mental Health, Developmental Disabilities and Substance Abuse Services (MH/DD/SA) has adopted the requirement for national accreditation for agencies providing community intervention services in the state. CQL has been approved as an authorized accrediting body.

MH/DD/SA has said “the selection of an agency with whom to partner in achieving national accreditation should be made after reviewing practices, standards and business methods of the accrediting agency to determine … matches with the provider agency.”

CQL’s Approach to Accreditation

CQL Accreditation is built on these key foundations:

Person-Centered – wedefine and measure quality from the person’s perspective and we want to know how well the organization understands each person supported and how the services and supports provided meet those individual needs

Co-evaluation – we work in a close partnership with the organization throughout the process in data gathering, validation, analysis, and improvement strategies

Partnership Agreement – the accreditation term is a four-year partnership agreement that is reviewed and renewed annually

Systems Approach – we stress an integrated approach to quality management

Community Context – our goal is to foster the bridging role of the organization in facilitating relationships between people and their communities

The CQL Accreditation process is grounded in an organization-wide systems approach. Because we believe in the organization’s role and responsibility to meet the needs of the person as a whole (not by programmatic slots), we do not accredit separate programs within an organization. Just as we expect organizations to look at and support a whole person/family, we conduct reviews of whole organizations. We believe this approach ensures that organizational resources are consistently aligned around persons supported and not misdirected to meet programmatic inspections or audits.
