District of Columbia Mental Retardation and Developmental Disabilities Administration (MRDDA)
The Situation
The Mental Retardation and Developmental Disabilities Administration (MRDDA) is responsible for the delivery of services to District of Columbia citizens with developmental disabilities. MRDDA provides direct services and life planning strategies to individuals with developmental disabilities.
In 2000, MRDDA saw a need to assess and re-design the current case management system for its Home and Community Based services.
What CQL Did
Working in partnership with Accenture (then Arthur Andersen) – an international consulting group – CQL completed a comprehensive assessment of the case management system and the role of case mangers in that system. Our report provided a set of recommendations for systems change, streamlining administrative and case management functions, and policy revisions. We also designed an assessment protocol for individual case manager performance feedback and conducted one-on-one assessments with staff. Training sessions were delivered to the case management staff in areas needing improvement.
CQL’s final report addressed considerations for MRDDA to lead to greater integration, efficiency, and interagency coordination and collaboration in the operation of the Home and Community Based Services program.
