The Situation

The Utah Division of Services for People with Disabilities provides long-term supports and services for people with disabilities so they can participate fully in their communities and in Utah life. CQL worked in partnership with Division from 1997 onward to integrate our Personal Outcome Measures SM into the state-wide quality enhancement process. The Division later adopted CQL’s Organizational Assurances and Organizational Principles into its quality system.

In 2002, the state’s quality enhancement (QE) team – with responsibility for completing reviews of all provider organizations in the state – found themselves with added responsibilities in the face of budget cuts and a Legislative review. The Division again turned to CQL for consultation.

What CQL Did

CQL staff worked with the QE team to modify the review process. Using data collected across the state by the team, we were able to identify a subset of the Personal Outcomes that had the greatest influence over the total number of outcomes people were successfully achieving in their lives. Together the division and QE team remodeled the quality enhancement review process for greater efficiency, while maintaining reliability and cosistency.
