The Situation

Mosaic provides supports to about 3,600 clients in more than 250 communities across 14 states and Great Britain. Mosaic works in Arizona, Colorado, Connecticut, Delaware, Illinois, Indiana, Iowa, Kansas, Nebraska, New Mexico, Tennessee, Texas, Utah and Wisconsin.

In its 2005-2011 Strategic Plan, Mosaic identified a goal to create a culture of quality throughout the organization. Mosaic and CQL agreed to partner on a variety of activities designed to validate the quality results Mosaic seeks for the organization.

What CQL Did

In the summer of 2006, CQL kicked off the review process for Mosaic’s Network Basic Assurances® Certification. CQL looks at a “network” from the perspective of the expectations for person-focused Basic Assurances® that are (1) expressed through the network management (national office) and (2) demonstrated in practice by services and supports of its member organizations (community based providers).

CQL staff visited Mosaic’s national office in Omaha and reviewed systems for communicating expectations, monitoring and developing agency practice, and improving based on system-wide learning about Basic Assurances®.

CQL then visited 14 agencies in 11 states across the U.S. over 5 consecutive weeks. This validation of practice was conducted in partnership with Mosaic staff who earlier received certification as reviewers with the Quality Measures 2005SM.

In September 2006, Mosaic become the first organization to achieve Network Basic Assurances® Certification.
