The Situtation

Leadership of Rosewood Center recognized the need to ensure compliance with ICF/MR Regulations. Two key areas were identified as priorities:

  • Training for staff to understand and support people’s rights, choice-making, and positive behavioral supports
  • Systemic, long term changes in the environment to improve active treatment by ensuring people exercise their rights, people exercise choices, and positive behavioral supports are in place

What CQL Did

CQL designed a training program for all direct support staff in Understanding Rights. This training provided participants with a basic understanding of the rights of people with intellectual disabilities. The interactive training looks at how people with intellectual disabilities in the organization currently exercise or do not exercise their rights, and offers methods to improve people’s understanding and experience with their rights.

Some of the topics covered in Rights Training include:

  • Different types of rights such as civil, constitutional, etc.
  • Basic rights terms such as rights restriction, due process, etc.
  • Rights of people with intellectual disabilities in services and supports
  • How rights are experienced by people with intellectual disabilities at Rosewood Developmental Center
  • Whether rights should be experienced differently by people with intellectual disabilities
  • Guardianship as it applies in Maryland
  • Rights of people adjudicated to services
  • Due Process
  • Complaint Processes for people with intellectual disabilities
  • Informed Consent
