Louisiana Department of Health and Hospitals Office for Citizens with Developmental Disabilities (OCDD)
The Situation
As the program office for the state of Louisiana, the Office for Citizens with Developmental Disabilities (OCDD) seeks to make a difference in the lives of people with developmental disabilities and their families by providing the supports and services needed in their pursuit of a quality of life that is meaningful to them.
CQL has been OCDD’s partner in improving quality for a number of years.
What CQL Did
CQL worked in collaboration with the state to promote a universal definition of quality based on a person-centered outcomes approach and to develop specific processes and strategies for using Personal Outcome MeasuresSM as an internal evaluation measurement and quality improvement tool.
CQL staff provided support to:
- establish a leadership group that is trained in the process of measuring Personal Outcomes
- train and certify a core group of OCDD personnel as trainers, resulting in an in-state capacity to conduct training, using a person-centered methodology
- develop a data collection and reporting system to identify trends and lead to improving practice
- develop a system for quality enhancement that is implemented uniformly throughout all areas of the state system
- create system-wide indicators of quality specific to OCDD
