The Situation

In New Zealand, providers and advocates were looking for a person-centered planning, measurement and improvement system as an alternative to the checklist approach to monitoring. Leadership in two organizations collaborated to invite CQL to New Zealand to share its Personal Outcomes approach.

The two organizations are:
Standards Plus is an independent agency working to promote leadership and quality in services for people with disabilities, families and elders. Through its Service Quality program, Standards Plus provides:

  • Mentoring and direct support to service providers
  • Individualized service design and service planning
  • Service analysis and review of outcome quality

Spectrum Care Services provides a wide range of services for people with an intellectual disability, dual diagnosis or multiple disability, with a focus on support for people with high and complex needs in their own home, in the community or in a dedicated residence.

What CQL Did

CQL conducted intensive Personal Outcome Measures® trainer certification program for staff of Spectrum Services, an Aukland support provider and Standards Plus, a national advocacy and training organization. Standards Plus leadership continues to maintain its Personal Outcome Measures® trainer certification. Spectrum Care has expanded the use of Personal Outcomes across all services areas.

“ Providing services that support people to make choices and to work towards and achieve their own life goals, or Outcomes,is central to everything that we do at Spectrum Care… Staff…have the ‘tools’ to help people identify their outcomes and then support them in the best possible ways to achieve them.”

Janet Richardson, CEO, Spectrum Care
