The Situation

During the early part of the National Quality Review (NQR) – Federal Look Behind contract, the project leaders at Centers for Medicare and Medicaid Services (CMS) recognized the wealth of experience and knowledge that survey teams were gathering in the field.

The need for sharing of best practices and interpretation of the ICF/MR regulations and guidelines among state surveyor teams and ICF/MR providers became evident.

CMS staff asked CQL to establish a new resource to address that need.

What CQL Did

Over two years, the Research and Training Center – an arm of the National Quality Review (NQR) project – identified several priority areas for knowledge sharing and dissemination and produced the following resources for CMS:

  • Position Papers based on CMS regulations, including topics such as Abuse/Neglect, Behavior Supports, Informed Consent, Guardianship and Specially Constituted Committees
  • Stakeholder Guides (web-based learning tools) on (1) Investigating Abuse/Neglect; (2) Encouraging People to Exercise Their Rights; (3) Encouraging Participation in the Community; (4) Assuring Freedom from Abuse, Neglect and Mistreatment; (5) Supporting People to Make Decsions and Obtaining Consent
  • Annotated Bibliography on Quality of Life
  • Training Modules on (1) Values and (2) Behavior Supports
