The Situation

The Administration on Developmental Disabilities (ADD) is the Federal agency responsible for implementation and administration of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) and the disability provisions of the Help America Vote Act.

ADD’s mission is to improve and increase services to and assure that individuals with developmental disabilities have opportunities to make their own choices, contribute to society, have supports to live independently, and are free of abuse, neglect, financial and sexual exploitation, and violations of their legal and human rights.

Under Projects of National Significance (PNS), the Administration on Developmental Disabilities awards grants and contracts to:

  • promote and increase the independence, productivity, inclusion and integration into the community of persons with developmental disabilities; and
  • support the development of national and state policy which enhances the independence, productivity, inclusion and integration of these individuals into the community.

These Projects focus on the most pressing issues affecting people with developmental disabilities and their families.

What CQL Did

CQL esatblished the National Center for Outcomes Resources (NCOR) – a Project of National Significance funded by the Administration on Developmental Disabilities, U.S. Department of Health and Human Services. NCOR was a national clearinghouse of information on emerging knowledge, research and trends concerning the status of people with disabilities and their families.

NCOR successfully utilized the Internet and World Wide Web technology to disseminate up-to-date issues, briefings and research analysis. The National Outcomes Chart Book served as on-line disability research data base with interactive capability. E-News of the Week is an electronic compendium of relevant key issues and trends of importance to people with disabilities.
