The Situation
Delaware’s Division of Developmental Disabilities Services recognized the need to take a close look at the level of compliance in areas of health, safety and human security for individuals receiving services and supports through the Adult Foster Care program. Adult Foster Care is a housing option for individuals that takes place in supportive, family settings.
What CQL Did
CQL completed an assessment of the Delaware Foster Care system with a person-centered focus in the areas of health, safety and human security. We emphasized a “person-within-the-system” model for our work. Policies and procedures were reviewed in the context of how they affect the lives of people served. We completed:
- A review of the State’s policies and procedures, protocols and quality assurances plans as they relate to the Foster Care system
- Visits, observations and interviews at a sample of physical sites that provide supports and services
- Abbreviated personal interviews focusing on Basic Assurances® for a sample of people
- Personal Outcome Measures SM interviews for a sample of people
Our report summarized recommendations for action by the Division.
