At The Council on Quality and Leadership - CQL, we believe in a world of dignity, opportunity and community inclusion for all people. We are the recognized leader for quality of life for persons with intellectual disabilities and persons with mental illness, and the people, organizations and communities who support them. Through our services, publications and public presence, we establish real connections between disabilities theory and practice and help those who work with persons with disabilities take the important step from innovative ideas to everyday action. Quite simply, our goal is to be partners and mentors to our customers, showing them how they can become even better at ensuring that people with intellectual disabilities and people with mental illness lead lives of dignity and quality.

Goals and Priorities

  • Develop and implement person-directed quality measures, performance indicators, and evaluation methods
  • Conduct an international accreditation program
  • Provide training, consultation and education to build individual and organizational capacity
  • Conduct research and disseminate information to enhance policy making
